Community kickball tournament brings families together at JTV Hill Park

The Community Kickball Tournament at JTV Hill Park turned a neighborhood field into a public-safety outpost, with participants of all ages playing alongside local organizations focused on safety and community. The event brought the Office of Public Health and Safety and the Indy Parks & Recreation Foundation together on July 16, 2026, in a setting built for more than recreation.

OPHS has said its job is to address the root causes of crime and reduce violence in Indianapolis neighborhoods. The Division of Community Violence Reduction says Mayor Joe Hogsett tasked the office with directly intervening in violence, building the capacity of grassroots groups working on prevention, and making sure resources reach the residents who need them most. That framework gave the tournament a broader purpose than a one-day run of games.

JTV Hill Park, which Indy Parks lists as a community park in the JTV Hill neighborhood, has long been tied to neighborhood programming. A 2002 Martindale-Brightwood retail study noted that JTV Hill offers many community programs, and the park’s use for a kickball tournament fit that role cleanly: low-barrier, family-friendly and easy to enter without the formality that keeps some residents away from public meetings and agency events.

The event also sat inside a larger parks system that Indy Parks says serves 8 million people each year. The agency says it operates 218 parks, 11,608 acres of greenspace, 132 playgrounds, 155 sports fields, 153 miles of trails, 23 recreation and nature centers, 20 aquatic centers, 22 spray grounds, 13 golf courses and four dog parks, along with more than 2,400 sports, art, education and recreation programs annually. Its 2023 Comprehensive Master Plan calls for improving and expanding parks, facilities, programs and services citywide, with a focus on safer access to high-quality parks and more chances for healthy activities and neighbor-to-neighbor connections.

That is the real test for an event like this: whether kickball becomes a doorway to trust, or just another afternoon in the park. By putting agencies, residents and children on the same dirt and grass at JTV Hill Park, Indianapolis used a simple game to do work that formal outreach often struggles to finish.
