26. EJ Manuel
Nathan Peterman doesn’t feature on this list because the Bills never expected to start him. However, his predecessor Manuel arrived from Florida State with a big reputation. They thought they had a franchise star but he fell short. Buffalo was like an alcoholic running through bottles. None of the quarterbacks they drafted were good but they couldn’t stop themselves.

Manuel completed just 58.3% of his passes during his short career in upstate New York. Meanwhile, he threw 19 touchdowns with 15 interceptions. His production was appalling until finally the Bills released him. Then he went to the Raiders and barely played in Oakland. Manuel was one of the worst draft picks of the last decade because he was so underwhelming (via New York Post).
