Sorry St. Louis
Several NFL franchises have led a nomadic existence including the Rams. They currently play in L.A. but they began in Cleveland and also played in St. Louis. Sadly, they left the latter city in 2015 because Stan Kroenke demanded a new stadium and wouldn’t pay (via SB Nation).

Arbitrators agreed that the city had a responsibility to invest in the new arena but St. Louis disagreed. In the end, the franchise relocated back to Los Angeles in a move that broke fans’ hearts. Kroenke claimed that declining attendances were another factor but the product on the field was a disgrace.
